CHRISTCHURCH INTERNATIONAL AIRPORT LIMITED (CIAL)

We write further to our email of 21 August 2023, acknowledging receipt of your OIA 
request (the Request) of 21 August 2023 to CIAL seeking the following information: 
Request - Received 21 August 2023 – New Zealand’s Net Zero 2050 Goal 
“On your Central Otago Airport website you say:  
 
Our 750-hectare site at Tarras is strategically located. Bordered by two State 
Highways, it's accessible to multiple regions and large enough to meet their aviation 
needs for the next 50+ years while meeting New Zealand's Net Zero 2050 goal. 
 
Please provide me with the detailed analysis, complete with scientific references and 
any calculations, which show that your planned airport will “meet NZ’s net zero 2050 
goal”. 
 
New Zealand’s Net Zero 2050 Goal is part of the regulatory framework put in place to 
meet  its  obligations  under  the  2015  Paris  Agreement.  For  a  summary  of  these 
obligations and how they relate to the Central Otago Airport Project (the Project) we 
refer you to:

That  framework  will  apply  to  the  Project  which  is  still  in  the  early  validation  and 
planning phase. Putting aside the breadth of your Request, no decisions as to seeking 
approvals for the building or operation of an airport have been taken nor has any of 
the  planning  and  design  work  been  undertaken  that  would  produce  the  detailed 
emission analyses and calculations contemplated by your Request.  
As  the  information  you  seek  is  not  yet  in  existence,  we  are  refusing  your  Request 
under section 18(g) of the OIA.
