Thank you for your request to Kāinga Ora – Homes and Communities, dated 14 August 2023, which 
you made through the www.fyi.org.nz website. You requested the following information under the 
Official Information Act 1982 (the Act): 
 
“Please provide a copy of the agreement for S&P of land from Ruapehu District Council for the 
Teitei property being developed”. 
 
A Sale and Development Agreement for the proposed development at Teitei Drive, Ohakune was 
signed by Ruapehu District Council and Housing New Zealand Build Limited on 4 April 2023. Housing 
New Zealand Build Limited is a wholly owned subsidiary of Kāinga Ora – Homes and Communities. 
 
I have decided to release the Sale and Development Agreement to you with some information 
withheld under the relevant sections of the Act. The mobile phone numbers of the Chief Executive of 
Ruapehu District Council, along with those of Kāinga Ora staff, are withheld under section 9(2)(a) of 
the Act, to protect the privacy of natural persons. I consider there is limited public interest in the 
release of this information. 
 
I am also withholding the purchase price agreed between Ruapehu District Council and Housing New 
Zealand Build Limited under section 9(2)(j) of the Act, to enable a Minister of the Crown or any public 
service agency or organisation holding the information to carry on, without prejudice or disadvantage, 
negotiations (including commercial and industrial negotiations). I acknowledge the public interest in 
the sale of the land and the price agreed between the parties, however, the purchase of the land is 
conditional at this point in time, and release of the sale price could prejudice any further negotiations 
between the parties. 
 
You have the right to seek an investigation and review by the Ombudsman of my decision on your
