Thank you for your email of 24 August 2023 requesting information under the Official Information Act 
1982 (the Act).  
 
On 24 August 2023, questions 1 and 4 of your request were transferred to Waka Kotahi by the 
Department of the Prime Minister and Cabinet as the information you have requested in response to 
these questions in more closely associated with the functions of Waka Kotahi NZ Transport Agency. I 
wil  answer your request as listed below. 
 
1. Was any of the emergency services such as FENZ, Hato Hone St John's or Police consulted 
in regard to the traffic calming measures such as speed humps and slower speed limits in 
Hamilton? 

 
The Hamilton City speed review fol owed a process where Waka Kotahi took note of the public 
sentiment identified when the Hamilton City Council sought feedback on their Speed Management 
Plan in 2018/19. Waka Kotahi held a formal consultation process from 27 July to 21 August 2020. We 
also engaged with NZ Police, FENZ and St John throughout the Hamilton speed review process and 
they had the opportunity to provide feedback.

Regarding the implementations of speed humps, this is not a project conducted by Waka Kotahi.  
 
 
  


Therefore, I am refusing your request under section 18g(i) as the information requested is not held by 
Waka Kotahi and I believe that the information is likely connected more closely with Hamilton City 
Council. 
 
4. Has their been an increase in traffic accidents due to the traffic calming measures or added 
bike lane design in Hamilton? 

 
This part of your request was clarified on 7 September 2023 to add ‘any changes from 2022 to 2023’. 
 
I am refusing this part of your request under section 18g(i) of the Act because the information 
requested is not held by Waka Kotahi and I have no grounds for believing that the information is held 
by another department. 'Traffic calming measures' and 'added bike lane design' are not factors 
contributing to crashes in the crash analysis system, and 2022 and 2023 crash data is incomplete. 
 
As no specific roads were mentioned in the request, what we can provide is crashes in Hamilton over 
the last 5 years and factors contributing to those crashes.
