Official Information Act request relating to consultation on traffic calming measures in
Hamilton
Thank you for your request made under the Official Information Act (the Act), received on 13
August 2023. You requested:
Dear National Emergency Management Agency, Could I please have the following
information:
1. Was any of the emergency services such as FENZ, Hato Hone St John's or Police
consulted in regard to the traffic calming measures such as speed humps and slower
speed limits in Hamilton?
2. Do the Emergency services have any record of injuries to staff going over traffic
calming speed humps under the HSE Act 2015?
3. Do the emergency services report any delays to their incidents due to lowered speed
limits and traffic calming in Hamilton?
4. Has their been an increase in traffic accidents due to the traffic calming measures or
added bike lane design in Hamilton?
5. Do the emergency services have updated information from the Hamilton City Council
and Waka Kotahi of changes to the speed limit and road changes in Hamilton?
The National Emergency Management Agency (NEMA) does not hold information relating to
your request, but I believe such information is held by the following central and local
government agencies; Waka Kotahi – New Zealand Transport Agency (Waka Kotahi), the New
Zealand Police, Fire and Emergency NZ (FENZ) and the Hamilton City Council. Accordingly, I
have decided to transfer the relevant aspects of your request to these agencies, as outlined
below, under section 14(b)(i) of the Act.
I believe information relating to
question one and four is held by Waka Kotahi and the
Hamilton City Council, respectively. Accordingly, I have decided to transfer these parts of your
request to the New Zealand Transport Agency and Hamilton City Council under section 14(b)(i)
of the Act.
Waka Kotahi will be responding in regard to state highways and projects they lead, while the
Council will respond regarding local roads and their projects.
I believe information relating to
questions two, three and five is held by FENZ and the New
Zealand Police, as respective emergency services. Accordingly, I have decided to transfer
these parts of your request to FENZ and the New Zealand Police under section 14(b)(i) of the
Act.

Hato Hone St John Ambulance are not subject to the Act, however, you may wish to contact
them directly for information. Contact details for St John are available here:
www.stjohn.org.nz/contact-us/other. Waka Kotahi, the New Zealand Police and Fire and Emergency New Zealand have the usual
timeframes under the Official Information Act from receipt of this transfer to make a decision
on your request.
Hamilton City Council have the usual timeframes under the Local Government Official
Information and Meetings Act 1987 from receipt of transfer to make a decision on your
request.
