Thank you for your request that was transferred to Health New Zealand | Te Whatu Ora on 10
August 2023 for the following under the Of icial Information Act 1982 (the Act):
Can I please ask, under OIA, total number of permanent employees and total number of
contractors currently working for the Office of the CE of Te Whatu Ora and in what sub
groups. Please give a table with role levels i.e. how many Admin/coordinators, Advisors,
Sr. Advisors, Principles/chief, managers/leads etc and whether they are permanent or
temps.
I am also requesting the total cost spent on contractors in the same directorate/group
between 1 Jan 2023 and 31 July 2023.
Response
I apologise for the delay in providing our response. The time taken is not what we aspire to. This is
something we are working to get on top of as we deal with a high volume of requests and the
understandably high public interest in our work.
Please refer to
Appendix One which provides the number of permanent and contract staff at
Health NZ for the period you requested and the roles they held.
In regard to your request for the total cost spent on contractors during the same period, Health NZ
does not hold data on your request in a way that allows us to respond to your request. The hiring
of contractors is managed by individual teams. Identifying the cost of contractors during this time
would involve reviewing each individual contract and manually matching this against the financial
records. Health NZ would need to divert personnel from their core duties and allocate
extra time to complete this task. The diversion of these resources would impair Health NZ’s ability
to carry out our other core functions. As such, your request is refused under section 18(f) of the
Act, as it requires substantial collation.
I have considered whether fixing a charge for the supply of the information or extending the
timeframe for response would enable Health NZ to respond. I do not consider that either option
would remove the impact that supplying the information would have on our other operations.

Health NZ is the largest people organisation in the country, we employ over 90,000 people
nationally.
The contingent workforce represents a very small part of our overall workforce.
The establishment of Health NZ in July 2022 was an amalgamation of 20 district health boards and
eight shared service agencies.
We are implementing a new organisational structure that unifies and simplifies
the health system. As the change process progresses and we start making permanent
appointments, our use of contractors wil reduce.
