OFFICIAL INFORMATION REQUEST
I refer to your request dated 3 January 2015, made under the Official Information Act
1982.
You have asked for:
“
meeting notes or correspondence from the past 10 years relating
to the building and establishment of the huts built by the Loch
Katrine association and Loch Katrine trust (and given a
concession to do so by doc) at Loch Katrine. This includes but is
not limited to any agreements made and conditions agreed upon
for the building of these huts, the establishment of a policy or
condition relating to the availability to the public of these
(privately built) huts, and any discussions over the price to be
charged from the public.
Furthermore, I would like to request any meeting notes or
correspondence relating to the many other baches which were
established many years ago and that still remain at Loch Katrine
(basically all huts that are not the 3 new ones built under
concession). If this would require substantial collation can you
please provide any from the last 10 years”. (sic)
As your second request would require substantial collation, both of your requests are
being treated as requests for information from the last ten years.
Unfortunately the Department does not have the main relevant file for that period.
The file volume that was opened on 30 June 2004 appears to have been lost as a
result of the Christchurch earthquake and the subsequent damage to our offices and
their contents. Therefore, I regret to advise that your request for the information on
that file is declined as the information either no longer exists or cannot be found
(section 18(c) Official Information Act refers). However, at least five other files
(approximately 1,200 pages) would need reviewing, and it is expected that the work
to respond to your request would take 5 chargeable hours at a charge of $76 per hour
after the first free hour ($349.60 including GST). It is estimated that the cost of
photocopying, abstracting papers and collating them would, be $196 including GST if
1000 pages were relevant. This is on the basis of charging 20 cents per page after the
first free 20 pages for providing say, 1,000 pages, at $196 incl. GST. It is expected
that not all of the pages on the files would be relevant to the request.

Under section 15(3) of the Official Information Act the Department requires the
whole of the charges to be paid in advance.

Work on the request will be suspended pending payment.
If any part of the payment is not required a refund will be made.

You are entitled to seek an investigation and review of these decisions by making a
written complaint to an Ombudsman under section 28(3) of the Official Information
Act.
