Official Information request (OIA-23-42) – Waikato Medical School 
We refer to your request for official information of 6 July 2023 in which you have requested the 
following information: 
1.  Copies  of  all  correspondence  between  Waikato  University  staff  and  Steven  Joyce 
regarding the creation of a medical school at Waikato University.  
2.  Copy  of  any  business  case,  academic,  financial  or  strategic  documents  presented  at 
University  Council  or  divisional  board  meetings  that  relate  to  a  medical  school  or 
NZGEMS at Waikato University. 
The University of Waikato (University) has given due consideration to your request and provides 
the following response. 
1.  The  University  refuses  your  request  for  all  correspondence  between  the  University  and 
Steven Joyce regarding the creation of a medical school as the information requested does 
not exist under section 18(e) of the Official Information Act 1982 (Act).  
2.  The  University  is  withholding  information  relating  to  the  medical  school  or  NZGEMS 
including any business case, academic, financial, or strategic documents under section 9(2)(j) 
of the Act as the withholding of information is necessary to enable the University to carry on 
without  prejudice  or  disadvantage,  negotiations  (including  commercial  and  industrial 
negotiations). 
In accordance with the Official Information Act 1982, you have the right to seek an investigation 
and review by the Ombudsman of this decision. Information about how to make a complaint is
