Thank you for your request lodged via FYI.org.nz on Tuesday 4 July 2023 in which you requested
information under the Official Information Act 1982. You requested:
The list of Warmer Kiwi Homes Lower Income Areas.
In response to your request, EECA does not have a written list of Warmer Kiwi Homes lower income areas.
Therefore, we are refusing your request under Section 18e
– that the document al eged to contain the
information requested does not exist. Instead, EECA uses two online mapping tools that show the
deprivation zones:

One of the eligibility criteria for accessing a grant under the programme is that the homeowner must live in
a low-income area. For this purpose, EECA uses the New Zealand Deprivation Index, a tool commonly used
in health planning to define low-income areas. Owner-occupied houses located in deprivation areas rated 8,
9 and 10 are eligible for grants. Homeowners who hold a Community Services Card are also eligible
regardless which area they live in.
The deprivation index combines census data relating to household income, home ownership, employment,
qualifications, family structure, housing, access to transport and communications – and provides a
deprivation score ranging from 1 (least deprived) to 10 (most deprived) for each mesh block in New
Zealand. Mesh blocks are the smal est geographical area defined by Statistics New Zealand, with a
population of around 60 – 110 people.
