I sincerely apologise for the delay in getting this response to you. The response was prepared and
finalised within the required timeframes but unfortunately was not sent due to administrative error.
I refer to your email (through the FYI website) dated 30 June 2023, requesting the following
documents under the Official Information Act 1982 (the Act):

Of the three documents you requested:
• two are released with some information withheld
• one is withheld in full
Certain information and one full document is withheld under the following sections of the Act:
9(2)(a)
to protect the privacy of natural persons
9(2)(f)(iv)
to maintain the constitutional conventions for the time being which protect
the confidentiality of advice tendered by Ministers of the Crown and officials
9(2)(g)(i)
to maintain the effective conduct of public affairs through the free and frank
expression of opinions by or between or to Ministers of the Crown or
members of an organisation or officers and employees of any public service
agency or organisation in the course of their duty
The above information is summarised in the document schedule at Annex 1.
With regard to the information that has been withheld under section 9 of the Act, I am satisfied that
the reasons for withholding the information at this time are not outweighed by public interest
considerations that would make it desirable to make the information available.
As noted on the document schedule, I am withholding OC230333 Civil Aviation Authority -
consideration of funding proposals in full. To implement changes from the Civil Aviation Authority’s
funding review, requires the completion of a lengthily approval process of the funding proposals.
This process includes public consultation, Ministerial consideration of the funding proposals and

Cabinet approval. At this stage of the process, decisions on the funding proposals have yet to be
made, and approvals will not be obtained for some time.
