Thank you for your request on 8 September 2023 for further information relating to the MPI
submission on the Emergency Management Bill. Your request has been considered under
the Official Information Act 1982 (OIA).
In OIA23-0369 you requested:
Please supply the final submission made by MPI (including the Animal Welfare Sub-
Function, formerly NAWEM) to government (Minister, DPMC and/or NEMA etc) on
the above including the pending Emergency Management Bill, addressing animal
welfare emergency management arrangements.
At the time of your request,
the Ministry for Primary Industries’ (MPI) final submission (as at
27 September 2023) to the National Emergency Management Agency (NEMA) addressing
animal welfare emergency management arrangements was on 19 July 2022. As a result, this
was provided you via OIA23-0369 on 5 September 2023.
Following the release of this information, you requested previous submissions on this matter.
We understand this request for this information was also made by Animal Evac NZ to MPI
representatives at a recent National Animal Welfare Emergency Management Subfunction
meeting. MPI will provide a separate response to that request by Animal Evac NZ.
Prior to the submission on 19 July 2022, MPI provided a submission to NEMA on 4 March
2022 which included points relating to animal welfare. This information is provided for you as
Appendix One.
Some of the information within this appendix is not within scope of your request and has
been removed accordingly. Additionally, some information has been
withheld pursuant to section 9(2)(a) of the OIA –
to protect the privacy of natural persons.
MPI is satisfied that in the circumstances of this case, the withholding of the information is
not outweighed by other considerations which render it desirable in the public interest to
make the information available.
