Thank you for your email of 28 June 2023 requesting information relating to the National
Emergency Management Agency submissions. Your request has been considered under the
Of icial Information Act 1982 (OIA).
You requested the following:
The National Emergency Management Agency (NEMA) has established a Regulatory
Framework Review Programme (also known as the “Trifecta”) to bring together three
projects that have significant alignment. The projects are:
1. developing a new Emergency Management Act (the Act); 2. review of the National Civil
Defence Emergency Management Plan Order (the Plan Order) 2015 and the
accompanying Guide to the National CDEM Plan (the Guide) 2015; 3. development of the
National Disaster Resilience Strategy (NDRS) Roadmap.
Request #1: Please supply the final submission made by MPI (including the Animal
Welfare Sub-Function, formerly NAWEM) to government (Minister, DPMC and/or NEMA
etc) on the above including the pending Emergency Management Bil , addressing animal
welfare emergency management arrangements.
Request #2: Please supply copies of stakeholder/external organisation submissions made
to MPI on the "trifecta", where MPI sought feedback in order to collate submissions made
on behalf of the animal welfare sector (including but not limited to the Animal Welfare Sub-
Function).
The Emergency Management Bil was introduced into the House on 7 June 2023 with its first
reading on 28 June 2023 and has been referred to the Governance and Administration Commit ee.
Prior to this, MPI was consulted as part of departmental consultation. MPI’s submission to the
National Emergency Management Agency (NEMA) on 19 July 2022 is attached as Appendix One.
Some information has been withheld pursuant to the section 9(2)(h) of the OIA - to maintain legal
professional privilege.
MPI is satisfied that in the circumstances of this case, the withholding of the information is not
outweighed by other considerations which render it desirable in the public interest to make the
information available.

MPI sought feedback from stakeholders via the National Animal Welfare Subfunction. Writ en
submissions were encouraged during meetings held in 2022, but none were received. A workshop
was held between NEMA with the National Animal Welfare Subfunction on 4 May 2022 to collate
the views of the subfunction members. The document created in that session to collate the views is
attached for you as Appendix Two.
On 19 July 2023 the Governance and Administration Committee called for submissions on the
Emergency Management Bil , with a closing date of 3 November 2023. MPI remains in contact with
NEMA officials to discuss the animal welfare issues previously raised.
