Thank you for your email received on 28 January 2023.
You say on 11 March 2022, Land Information New Zealand (“LINZ”) supplied a large
amount of information that was not within the scope of the original request, within this
large col ection was one document relevant to the request (the slideshow to accompany
the speech), however the main document requested was not supplied, namely the speech
notes themselves, and the requested information was already long overdue when the
supply of the unwanted information was made.
I have checked our file for your original request and see that the PDF version of the
PowerPoint presentation we sent to you only had the slides and did not include the
speaking notes. I now enclose a complete version of the presentation with both the slides
and the speaking notes and apologise that this version was not included in the
documentation provided on 11 March 2022.
I don’t agree LINZ supplied a large amount of information that was not within the scope
of your original request, given that you requested
“all speech notes, internal
communications (including with Ministers) relating to the presentation by the Registrar
General of Land at the ‘Ease of Doing Business’ conference in Beijing”.
I also don’t agree
“the requested information was … long overdue”. You may recall on 9
February 2022 Robbie Muir notified you of an extension of time for LINZ to make a
decision on your request to a new due date of 14 March 2022. This was necessary to
make a decision on your request are such that a proper response cannot reasonably be
made within the original time limit.
