RESPONSE TO YOUR OFFICIAL INFORMATION ACT REQUEST 
On 20 June 2023, you requested official information regarding Colin Rath.  We supplied 
you with the Overseas Investment Report relating to Colin’s acquisition of approximately 
28.74ha of sensitive land at 244-246 Georges Road, Waipara, Canterbury (the Report). 
On 6 July 2023, you further requested that we release the redacted information from the 
Report, relating to Mr Rath’s character. 
We have considered your request and determined that, given the passage of time and 
Mr Rath’s recent conviction in the Christchurch District Court, there are no longer 
sufficient grounds to continue to withhold this material.  We consider Mr Rath’s 
reasonable privacy expectation is now outweighed by other considerations which render 
it desirable, in the public interest, to make that information available. 
Therefore, please find attached the previously redacted excerpts from the Report 
relating to Mr Rath’s character. 
We have also decided to release to you the Overseas Investment Assessment Report 
regarding Mr Rath’s compliance with the residency conditions (dated 9 August 2022) the 
Compliance Report) which is released in part. 
Some of the information in the Compliance Report has been withheld under section 9 of 
the Official Information Act as we consider that there is good reason to continue to 
withhold the information.
