Thank you for your email of 18 June 2023 to the Ministry of Business, Innovation and Employment
(MBIE), requesting the following under the Official Information Act 1982 (the Act):
Based on all the news about pwc in Australia, I am wondering how much is spent with them by all
agencies through the all of government contracts. I can’t find this on you website as was
expected.
It got me thinking that it would be good to see all consultant spend by all agencies and what kind
of thing the are doing, which you must monitor through the contracts you have. I also think you
must actually have all spend through all of the all of government contracts and other contracts
listed on you website on the contract page.
Please can you publish or show me where this is published and what you do with it? I expect there
are plans which would make good reading for tax payer.
In response to your questions, MBIE can provide the following:
PwC NZ (PwC) is a provider to the All-of-Government Consultancy Services, Property Consulting Services
and Construction Consulting Services contracts, which are administered by New Zealand Government
Procurement (NZGP), a branch of MBIE. Other work PwC may be doing for the government outside of
these contracts is not overseen by NZGP and is not captured here.
Table 1 details the government spend with PwC through the All-of-Government (AoG) Consultancy
Services Panel. The information provided in this table is aggregated spend data between 2015-2022 fiscal
years. MBIE was not responsible for administering this contractual framework prior to 6 November 2015,
hence MBIE has no data prior to this date. Spend by agencies purchasing services outside the scope of the
contract, or by agencies not signed up to the contract at the time of purchase (noting more agencies have
joined the contract over time), will not be captured in this data.

At this point, PwC has not provided services to any agencies within the scope of the Construction
Consultancy agreement, so there is no spend to report for this contract.
With reference to your question about consultancy spend generally by agencies, we direct you to Te
Kawa Mataaho Public Service Commission’s reports on public service workforce composition, which
include contractor and consultant expenditure. Here is link to this information:

Note that the Public Service Commission data is restricted to spend only. There is no centrally-held data
on the types of services contractors and consultants deliver for government departments. Individual
agencies are responsible for their own operational procurement decisions and data records.
