I refer to your request under the Official Information Act 1982 (the Act) received on 16 June 2023 
requesting the following information from the Ministry of Business, Innovation and Employment 
(Ministry): 
“Please provide the list of high, medium, and low-risk regions in China regarding assessing 
visitor visa applications. And Which regions are on the blacklist?” 
Our Response 
In relation to your request for a list of high, medium, and low-risk regions in China. Specifically, 
regarding assessing visitor visa applications.  This part of your request is being withheld under 
section 6(c) of the Act which relates to prejudice to the maintenance of the law.  
With regards to your request asking for which regions are on the blacklist in China. This part of 
your request is being refused under section 18(e) of the Act as the document alleged to contain the 
information requested does not exist.  Immigration New Zealand does not have a “blacklist” for 
countries.
