Official Information Act request relating to NEMA seismic resilience
Thank you for your Official Information Act 1982 (the Act) request received on 13 June 2023.
You requested:
Please identify each building that is currently the building intended/likely to be used
as/is the alternative location for the NCMC or houses emergency generators and other
such facilities required for the above facilities to remain operating after a seismic event
significant enough to trigger its activation.
Please provide the buildings current %nbs at IL4, the date of the last assessment, and
the type of seismic assessment completed.
Also,
Please identify any building that currently houses a high number or percentage of
NEMA staff in one place on a day to day basis.
Please provide the buildings current %nbs and the importance level used to assess the
building, the date of the last assessment, and the type of seismic assessment
completed.
Alternately if you do not hold/cannot provide the above please provide the last seismic
assessment for the buildings identified above.“ ”

NB// Primary Elements refer to all building elements in a building that are necessary to keep the structure standing
Secondary elements are heavy elements of the building that are not part the primary structure but are required to transfer loads to the primary structure
A number of NEMA staff (the number varies) work from the Justice Precinct building in
Christchurch. I understand you have made a similar request to other government agencies
including the Ministry of Justice, which will reply in respect of the Precinct building.

NEMA also stores some equipment at the Ellerslie Convention Centre in Auckland, in
anticipation for its use as an alternative NCMC. There are no NEMA staff who work at the
Centre as part of business as usual. We understand that there is a seismic assessment being
undertaken by the operators of the Convention Centre.
You have the right to ask the Ombudsman to investigate and review my decision under section
28(3) of the Act.
We do not intend to publish this response on the Department of the Prime Minister and
Cabinet’s website.
