Thank you for your email on 16 June 2023, asking for the following which has been considered
under the Of icial Information Act 1982 (the Act):
“Please provide a list of the hospital buildings throughout NZ that contain Medical
emergency facilities or surgical facilities or national reserve stockpiles or emergency
generators and other such facilities required for the above facilities to remain operating
after a seismic event along with the buildings current %nbs at IL4, the date of the last
assessment, and the type of seismic assessment completed. Also each building that is
currently identified as the building intended/likely to be used as an EOC by the relevant
health authority after a seismic event.
Please provide the buildings current %nbs at IL4, the date of the last assessment, and the
type of seismic assessment completed.
Alternately if you do not hold/cannot provide the above please provide the last seismic
assessment for the buildings identified above.”
On 23 June 2023, you clarified your request, stating your reference to medical emergency facilities
as being those “buildings identified as having post disaster functions that contain medical
emergency facilities”.
On 20 July 2023, we advised you that we required more time to make a decision on your request.
On 1 August 2023, we notified you of the partial transfer of the following portion of your request to
Manatū Hauora | Ministry of Health under Section 14 of the Act:
Also each building that is currently identified as the building intended/likely to be used as an
EOC by the relevant health authority after a seismic event.
Annex One provides you with a list of Importance Level 4 (IL4) medical and surgical facilities by
district and name. The list also provides you with:
• each building’s %NBS (that is, the percentage of the New Building Standard attained
(minimum life safety requirements of structural section of the Building Code))
• the date of the last assessment, and
• the type of seismic assessment undertaken, either:
o DSA = detailed seismic assessment
o ISA = initial seismic assessment
o NSA = no seismic assessment
o SSHA = site specific hazard assessment
Where a facility is listed as having ‘no data’, this means the building has not been assessed and/or
the data may not have been provided or is not available.

Te Whatu Ora is col ating seismic assessment data to enable a nationwide picture of the hospital
portfolio. This data reflects seismic ratings and portfolio assessment at a point in time, comprising
the most up to date information we have. A data integrity process will then be undertaken to col ate
and confirm the information
