Response to your request for official information
Thank you for your request under the Official Information Act 1982 (the Act), which was
transferred from Te Whatu Ora – Health New Zealand to Manatū Hauora (the Ministry of
Health) on 1 August 2023. You requested:
“Each building that is currently identified as the building intended/likely to be used
as an EOC by the relevant health authority after a seismic event”
The information you have requested is withheld in full under section 9(2)(c) of the Act, to
avoid prejudice to measures protecting the health or safety of members of the public. Where
information is withheld under section 9 of the Act, I have considered the countervailing public
interest in releasing information and consider that it does not outweigh the need to withhold
at this time.
Manatū Hauora is required under the Civil Defence Emergency Management Act 2002 to
develop a national emergency management plan, which can be found at:
www.health.govt.nz/system/files/documents/publications/national-health-emergency-plan-
oct15-v2.pdf. This plan is aligned with the National Civil Defence Emergency Management
Plan and Strategy. The Emergency Management team at Manatū Hauora works on
emergency management projects that wil either lead or support a national response.
Please note, health and disability providers are required under the Health and Disability
Services Safety Act 2000 to have major incident and emergency plans. Other providers not
covered by the Health and Disability Services Safety Act 2000 are not required by law to
have emergency plans in place, but it may be part of their contract to have one. Sound
business practice dictates that providers at least have a robust service continuity plan to
respond to any emergency situation.
