REQ199353 – Request for Information-CDEM Group building and seismic assessment. 
 
You have made the following request for information: 
 
Dear Waikato Regional Council, 
 
Please identify for your CDEM Group and it’s members  each building that  is  currently identified as  the 
building intended/likely to be used as -the ECC -an EOC after a seismic event. 
Please provide the buildings current %nbs at IL4, the date of the last assessment, and the type of seismic 
assessment completed. 
 
Alternately if you do not hold/cannot provide the above please provide the last seismic assessment for the 
buildings identified above. 
 
 
Council’s response. 
 
As the administrating authority for the Waikato CDEM Group, Waikato Regional Council (Council) have a 
responsibility for administrative services, such as entering into contracts on behalf of the CDEM Group 
collective. This does not extend to being responsible for the provision of local CDEM services and facilities:  
Section 64 of the CDEM Act 2002 states that each member council is responsible for the provision of Civil 
Defence Emergency Management in their respective jurisdictions.   
 
As set out in an email to you on 28 June 2023, Council does not hold the above information for buildings 
relating to other Waikato CDEM group members and is responding to your request in relation to Waikato 
Regional  Council’s  EOC  building.  Under  section  12  of  the  Local  Government  Official  Information  and 
Meetings Act 1987, your request has been transferred to the Territorial Authorities listed below, who will 
all respond on their own behalf in relation to their own EOC buildings.

Please access the One Drive link below to view a copy of a Letter of Reliance dated 15 May 2023 for the 
Genesis building, located at 94 Bryce Street, Hamilton. This is the only Emergency Coordination Centre 
(ECC/EOC)  administered  by  the  Waikato  Regional  Council  on  behalf  of  the  Waikato  Civil  Defence 
Emergency Management Group.  The Waikato Regional Council also has access to this EOC facility for its 
own emergency management purposes.
