Dear Frank,

Thank you for your information request.

We can advise that CDEM based out of the Otago Regional Council (ORC) site at 70 Stafford Street intends to use the Annex Building (situated in the lower car park on the Stafford St site) as an ECC after a seismic event.

The Annex Building was built in 2012 and had its Code Compliance Certificate issued in January 2014 and was built to IL4 standards. It has not had a seismic assessment carried out because the Territorial Authority (Dunedin City Council or DCC) that issued the building consent for the Annex building confirmed that the building does not meet the profile categories of an Earthquake Prone Building (EPB) and that an engineering assessment is not required.

The other buildings in the Otago region intended for use as ECC/EOCs' where there has been a seismic event are the responsibility of the Territorial Authorities. You will need to contact the Territorial Authorities directly to obtain information about their buildings as ORC does not hold this information. A list of the buildings intended for use as an EOC at each of the Territorial Authorities is listed below:

Central Otago District Council - 1 Dunorling Street, Alexandra
Clutha District Council - 1 Rosebank Terrace, Balclutha
Dunedin City Council - 54 Moray Place, Dunedin
Queenstown Lakes District Council - Joe O'Connell Dr, Frankton, Queenstown,
Waitaki District Council - 1A Severn Street, Oamaru

Please identify for your CDEM Group and it’s members each building that is currently identified as the building intended/likely to be used as -the ECC -an EOC after a seismic event.
Please provide the buildings current %nbs at IL4, the date of the last assessment, and the type of seismic assessment completed.

Alternately if you do not hold/cannot provide the above please provide the last seismic assessment for the buildings identified above
