Thank you for your email of 8 June 2023 to the Ministry of Business, Innovation and Employment (MBIE)
requesting, under the Official Information Act 1982 (the Act), the fol owing information:
I believe you have responsibility for NZs fuel security? If this is not relevant to you please direct me
to the appropriate public authority.
Could you please provide a list of all built infrastructure throughout nz (eg buildings, key silos etc)
required to maintain fuel supply after a seismic event with their current earthquake rating (%nbs)
at IL4 or other similar assessment methodology as applicable to the structure typology.
Government agencies do not hold such information. The National Fuel Plan
(https://www.civildefence.govt.nz/cdem-sector/guidelines/national-fuel-plan/), which provides the
framework for fuel emergency response and planning, does not contain the information requested but
identifies the key fuel infrastructure across the country.
MBIE is therefore refusing your request under section 18(g)(i) of the Act, that the information requested
is not held by the department or venture or Minister of the Crown or organisation, and the person
dealing with the request has no grounds for believing that the information is held by another department
(for itself and for a departmental agency hosted by it or an interdepartmental executive board serviced
by it) or interdepartmental venture or Minister of the Crown or organisation, or by a local authority.
To find the information, I suggest contacting the asset owners themselves (namely, the fuel industry
participants). Councils that issued the consent for any of the fuel infrastructure would also likely have the
information requested.
