Thank you for your request made under the Official Information Act, received on 4 June 
2023. You requested: 
Please provide copies of all advice you provided to Ministers from 2017-2022 about the 
proposal for health system reform. Please include: 
- all advice about the establishment of the Health and Disability System Review led by 
Heather Simpson, and the government decisions that were taken fol owing that report 
- all advice about the establishment of the health reforms unit inside DPMC, and 
- all advice to Ministers that led to the establishment of the new health agencies, 
including any views on whether agencies were ready for the 1 July 2022 'go live' date. 
 
Please interrupt my request broadly and include any emails, meetings, briefings, 
memos, cabinet papers etc that relate to this request. 
 
The Treasury does not hold information relating to the part of your request for - al  advice 
about the establishment of the health reforms unit inside DPMC. I believe this information is 
held by the Department of the Prime Minister and Cabinet. Accordingly, I have decided under 
section 14(b)(i) of the Official Information Act to transfer this part of your request to the 
Department of the Prime Minister and Cabinet. The other parts of the request will remain with 
the Treasury. 
The Department of the Prime Minister and Cabinet has 20 working days from receipt of this 
transfer to make a decision on your request.
