• KEEN has advocated for armed men to patrol women’s bathrooms to “protect woman
against the perceived threat of transgendered women”.
• KEEN actively promotes her agenda and speaking engagements. She has featured on
television, billboards, and social media throughout the United Kingdom, the United
States and Australia.
• In addition to transphobic rhetoric, KEEN has also been known to make Islamophobic
statements in public.
• KEEN self-reports that she has been investigated and interviewed by British Police on
multiple occasions. KEEN’s criminal background is unknown; however, she has declared
no criminal convictions on her Visa Waiver declarationSection 9(2)(a).
• It is “highly likely” that submissions have been made by members of the New Zealand
 
transgender community to both Hon. Michael WOOD and INZ Compliance’s
investigations inbox. The purposes of this will be to raise community concerns regarding
 
KEEN and the threat she poses to New Zealand’s LGBTQI+ community.
• The “Let Woman Speak Tour” could potentially have a negative impact “on safety and
public order”. It is possible NZP resources will be required to manage and contain a
situation should it develop.
• It is “possible” the “Let Woman Speak Tour” will result in media attention. This may
generate public interest in INZ and the circumstances of KEEN’s entry into New Zealand.
• It is noted that Australian Green Party MP Stephen BATES, publicly wrote Andrew GILES
calling for KEEN’s visa to be revoked. GILES is currently the Minister for Immigration,
Citizenship and Multicultural Affairs of Australia.
• It has been noted KEEN was questioned at length at the Australian border but was
ultimately granted entry.
• It has been noted that “It is unlikely that bona fide/ gain or reward provisions will be
appliable to this individual and/or be a basis to refuse entry.  BVO commented that there
are many people that enter to do talks, book signings etc who are allowed to enter on
visitor visas.  This is unlikely to meet threshold to refuse entry under s16 Public order”
• It has been noted that previous cases of similar public interest have set precedent such
as Chelsie MANNING and Lauren SOUTHERN.

I understand you’re looking after this case? Please see the below info from Intel (I am not
managing anything with this case but was on another email trail, attached). We did a M5 check
and no adverse holdings noted.
 
Also noted on the website the below information – Fraser Richards did ask about the gain or
reward element. Might come under the Specific Purpose Work Visa Category if coming to film?
 
I have looked at the website world tour | standing for women and the event is in Auckland on 25
March and Wellington on 26 March. She is in Australia until 23 March so assume travel will occur
 
on 24 March.  The website states there are no tickets and anyone can turn up (it’s in a public
place): There are no tickets, anyone can turn up and anyone can speak (but we ask that men wait
 
until the end). You can speak about whatever you like, these are free speech events, as long as
what you want to say is legal.
 
The website is seeking donations to help with equipment and security hire
As part of our commitment to women as a global constituency we are touring the world creating
space in which women can speak.  To ensure there is a historical document in which our voices
are heard we are making a film in each area.  Our first was the USA, next is Australia and New
Zealand, then Canada.  Our film will be distributed for free.
Please contribute what you can to help us reach every woman that is bound by silence so that we
can let women speak.
