Official Information Act request for the Memorandum of Understanding between the
Hawke’s Bay Civil Defence Emergency Management Group and Volunteering Hawkes Bay
Thank you for your request made under the Official Information Act (the Act), received on
21 March 2023. You requested:

A new partnership between Hawke’s Bay Civil Defence Emergency Management
Group (HBCDEM) and Volunteering Hawkes Bay will improve the resilience of the
whole community by enabling a streamlined approach for local volunteers to assist
during emergencies.
On Tuesday, the two organisations signed a Memorandum of Understanding (MoU)
to formalise an arrangement where Volunteering Hawkes Bay will provide volunteer
management services for HBCDEM. The agreement is targeted at people interested
in being ‘spontaneous’ volunteers – community members who offer their services on
the spur of the moment in response to an emergency event.
Can you please provide the full copy of the MOU mentioned here within.”
The Department of the Prime Minister and Cabinet does not hold the Memorandum of
Understanding you requested. Fol owing consultation with the Hawke’s Bay Civil Defence I
understand it is held by the Hawke's Bay Regional Council, which administers the Hawke’s Bay
Civil Defence Emergency Management Group. Accordingly, I have decided to transfer your
request to the Hawke's Bay Regional Council under section 14(b)(i) of the Act.
The Hawke's Bay Regional Council has the usual timeframes under the Local Government
Official Information and Meetings Act 1987 from receipt of this transfer to make a decision on
your request.
