Information Request – Training Procurement  
 
I refer to your official information request dated 14 March 2023 asking for the following 
information; 
 
1. FENZ external operational training procurement policy  
2. Tender specifications and selection criteria for external swiftwater/flood/water rescue training 
providers within the last 12 months 
3. Conflict of interest policy for procurement  
4. Conflict of interest register for external swiftwater/flood/water rescue training procurement  
5. Project plan for externally delivered swiftwater/flood/water rescue training  
6. Risk assessment for swiftwater/flood/water rescue training (project and event) 
 
In accordance with the provisions of the Official Information Act 1982 (OIA), please find below a 
response to your request. 
 
1. FENZ external operational training procurement policy 
 
There is no specific policy for the procurement for training. All procurement is done in accordance 
with our procurement policy. Please find this document enclosed as appendix one.  
 
3. Conflict of interest policy for procurement 
 
Please find this document enclosed as appendix two.  
 
The OIA requires that we advise you of our decision on your request no later than 20 working days 
after the day we received your request. Unfortunately for the remaining aspects of your request it 
 
 




 
will not be possible to meet that time limit and we are therefore writing to notify you of an 
extension of the time to make our decision, to 11 May. 
 
The reason for the extension is that consultations necessary to make a decision on your request 
are such that a proper response to your request cannot reasonably be made within the original 
time limit. 
 
You have the right to seek an investigation and review by the Ombudsman of this decision.
