This instruction could be sent by officials or Ministers, including the Minister

I believe that the information you have requested is more closely connected with the functions 
of the Ministry of Health (the Ministry). Accordingly, I have decided to transfer your request to 
the Ministry under section 14(b)(ii) of the OIA.  
 
The Ministry has the usual timeframes under the OIA from receipt of this transfer to make a
