Request for Information
I refer to your email of 13 March 2023 requesting information on the current farebox recovery
percentage (target and actual) for the Christchurch Metro network, and what proportions or
percentages of the costs of running the Christchurch Metro system met from fares, local
government, central government or other funding sources.
Your request has been referred to me to reply.
The delivery of the public transport system is funded through several sources – central
government funding (financial assistance rates - FAR), rates and fares.
While central government policies set out the FAR level received, rates and fares are set by
Environment Canterbury. You can find a break-down of this on page 54 of th
e Canterbury
Regional Public Transport Plan. The Government contribution is currently higher due to the
public transport half price bus fare initiative.
Please see the table below for the specific figures you requested.
You will be aware that if you are not satisfied with this response, you are able to refer this matter
to the Office of the Ombudsman under s27(3) of the LGOIMA.
