Role Description
Introduction
1982
The Fiordland Marine Guardians is an advisory group established under the
Fiordland (Te Moana o Atawhenua) Marine Management Act 2005 (the Act). The
Act
Guardians vision is that the quality of Fiordland’s marine environment and fisheries,
including the wider fishery experience, be maintained or improved for future
generations to use and enjoy. The Guardians promote and facilitate a collaborative
approach to managing the Fiordland Marine Area (FMA).
Under the Act the Guardians are required to have no fewer than five members and
no more than eight members, to be appointed by the Minister for the Environment. At
least five members must be ordinarily resident in the Otago or Southland regions,
and one member must be nominated by Te Runanga o Ngāi Tahu.
Information
The purpose of this role description is to provide information to candidates so that
they understand what the role requires and to create a benchmark against which the
attributes of candidates can be assessed.

Knowledge and experience As a group, the Fiordland Marine Guardians must have a balanced mix of knowledge
and experience in relation to the FMA. Appointed members do not represent any
the
particular organisation or group.
Knowledge and experience in the following areas is desirable:
• An understanding of Te Tiriti o Waitangi, Te Tiriti based partnerships, and
under
tikanga Māori
• Knowledge of the Guardians’ vision and philosophy and an ability to
demonstrate behaviours aligned to these principles
• Demonstrated interest and enthusiasm for the role and the FMA, and the
necessary time to contribute effectively to the work of the Guardians
• Relevant (recent and ongoing) experience and knowledge of coastal Fiordland
• Experience, knowledge, and perspective to complement those of the current

• Knowledge, experience and/or expertise in one or more aspects of the
legislation and policy instruments relevant to managing the FMA (e.g. familiarity
with the Fiordland (Te Moana o Atawhenua) Marine Management Act 2005,
fisheries, environmental and/or conservation legislation, Te Tiriti o Waitangi,
regional plans etc.)
•
Demonstrated ability to work collaboratively with others from diverse
backgrounds
•
Confidence and experience in effective communications and engagement
•
A wide network of people that have an interest in the FMA
•
Experience in governance and/or an understanding of what governance is and
how this is applied through the Fiordland Marine Guardians model
•
Demonstrated behaviours that suggest they have high personal integrity

Experience chairing meetings or in related leadership roles.
Act
Term of appointment Members will be appointed for a term not exceeding four years. Terms will be
staggered so that the terms of all members will not expire in the same year.
The Role The Guardians meet 4-5 times per year with management agency representatives
and also progress work in sub-committees and outside the main meetings. The work
is generally flexible and ranges from 1-8 hours per week. The Guardians are
currently paid $308 per day worked, and the Chair is paid $396 per day. The

Guardians’ actual and reasonable expenses incurred are also reimbursed. The
Guardians focus on a wide range of risks and mitigations for the FMA, including but
not limited to fisheries sustainability, biological monitoring, compliance, community
engagement, resource planning and management and marine biosecurity.
Official
Functions Under Section 13 of the Act, the Guardians have the following functions:

a.
to provide advice and recommendations to management agencies1 and
Ministers2 to achieve the purpose of the Act. This will include:
• advice and recommendations on the effectiveness of management
measures in the FMA
• advice and recommendations on activities occurring outside the FMA if
under
those activities impact, or are likely to impact, on the FMA
• advice and recommendations on likely threats to the FMA.
b.
to facilitate and promote the integrated management of the FMA
c.
to obtain, share, and monitor information on the state of the FMA
d.
to assist management agencies to prepare and disseminate information about
the FMA, including educational information
