Charles Finley
[FYI request #21780 email]
Dear Charles,
Thank you for your email of 9 February 2023 requesting, under the Official Information Act
1982 (the Act), the following information:
I wrote to you in June 2021 about procurement and you replied saying you were
unable to share what was happening as it was being developed. Please can you now
release and publish your plan and how that plan is going?
I have identified two documents that fall in scope of your request.
The Government has identified three strategic priorities for procurement which are detailed
in the Cabinet paper,
Refreshing Strategic Priorities, and support the 2030 vision for a fair,
transparent, inclusive, and efficient procurement system that delivers high public value to all
New Zealanders. This Cabinet paper can be viewed on the Ministry of Business, Innovation
and Employment’s (MBIE’s) website here:
www.mbie.govt.nz/dmsdocument/18660-
government-procurement-refreshing-strategic-priorities-proactiverelease-pdf.
Progress on the programme of procurement work is set out in this Cabinet paper:
www.mbie.govt.nz/dmsdocument/23373-government-procurement-report-back-on-progress-
towards-implementing-strategic-priorities-and-broader-outcomes-proactiverelease-pdf.
As both documents in scope of your request are available on MBIE’s website, I am refusing
your request under section 18(d) of the Act as the information is publicly available.
The programme of work is ongoing and involves a number of initiatives to deliver ambitious
results over time. Further information regarding the ongoing implementation of the programme
is available at the Procurement for the Future webpage:
www.procurement.govt.nz/procurem
ent-for-the-future/.
You have the right to seek an investigation and review by the Ombudsman of my decision to
refuse your request. Information about how to make a complaint is available at
www.ombudsman.parliament.nz or freephone 0800 802 602.
Yours Sincerely,
Hon Stuart Nash
Minister for Economic Development
