7 August 2022
Shalom Paul and Meng,
The end of the Jewish year is approaching. In the Jewish culture, Rosh Hashanah is a time to
take stock, reflect and look ahead to the coming year.
The Jewish community would like to thank you for your ongoing support, particularly earlier
this year when we released the Antisemitism in New Zealand 2021 survey.
The past year has brought the Jewish community both chal enges and success. As you’re both
aware, the rise in pandemic-fuelled antisemitism, particularly on the forecourt of Parliament
during the protests earlier this year, has been confronting.
We believe the antidote to this antisemitism, which often takes the form of imported
conspiracy theories, is through Holocaust education. That’s why we were pleased the
Government last month joined the International Holocaust Remembrance Alliance (IHRA) as
an Observer nation. New Zealand now sits alongside 44 other full or observer nations at the
Berlin-based inter-governmental organisation including most of Europe, Australia, the United
States, Canada and the United Kingdom.
The New Zealand Jewish Council and the Holocaust Centre of New Zealand believe IHRA can
help combat racism for all Aotearoa New Zealand’s faith and ethnic communities, and help
build social cohesion.
Representatives from both organisations would like to meet with you, and any other relevant
people from the Human Rights Commission to discuss this further.
Would it be possible to please meet with you, and any other people at the Commission you
think might be interested, mid-afternoon on Wednesday September 21? There wil be several
Auckland-based representatives from both the Jewish Council and the Holocaust Centre in
Wel ington that day. As that week is the eve of our month of high holidays, it is an auspicious
time for our community leaders to meet with you.
We hope a meeting is possible and look forward to hearing from you.
Kindest regards,
s9(2)(a) - Privacy

Subject: NZ joins the International Holocaust Remembrance Alliance (IHRA) as an observer nation
4 July 2022
Shalom Prof Paul Hunt
We are writing to you on behalf of the New Zealand Jewish Council and the Holocaust Centre of New
Zealand to share some good news for our community.
New Zealand joined the International Holocaust Remembrance Alliance (IHRA) as an observer nation
late last month. New Zealand now sits alongside 44 other full or observer nations at the Berlin-based
inter-governmental organisation including most of Europe, Australia, the United States, Canada, and
the United Kingdom.
As you’re aware, the New Zealand Jewish community has faced increasing antisemitism in recent
years, as have many of our fel ow Jewish communities around the world.
As seen on the forecourt of Parliament earlier this year, the Covid-19 pandemic has given momentum
to dangerous international conspiracy theories about Jewish people. There has also been a concerning
growth in Holocaust distortion including people wearing yellow stars to oppose vaccine mandates and
accusations the Government is acting like the Nazi regime.
IHRA’s mission is to combat rising anti-Jewish sentiment through Holocaust education, research, and
remembrance. Joining IHRA will help fight racism not only against New Zealand’s Jewish community
but against all its ethnic peoples.
That’s because learning about the Holocaust teaches our young people and future leaders to look at
one another with humanity and kindness. The Holocaust shows us how hate can start smal and that
we all have a responsibility to counter it.
In fact, the United Nations’ Special Rapporteur on freedom of religion or belief found antisemitism left
to fester poses risks not only to Jewish communities, but also to members of other minority
communities.
The New Zealand Jewish Council and the Holocaust Centre of New Zealand look forward to working
closely with government agencies including the Ministry of Foreign Affairs and the Ministry of
Education to maximise the benefits IHRA membership can bring about in New Zealand for all its
communities.
If you’d like to know more about New Zealand joining IHRA, please click on the links in this email or
visit the Alliance’s website at: https://www.holocaustremembrance.com/. A story by Radio NZ on this
can be found here. We are also happy to discuss this with you at any time, so if you would like to,
please reach out.
Kindest regards

I hope you are feeling better soon.
As so often happens, Meng’s diary for Friday afternoon has changed since I emailed you earlier
and he will now be on a flight that afternoon.
Shal we reschedule to Monday instead? We could do:
11-11.30am
11.30-12pm
Anytime between 1-3pm
Meng has suggested half an hour.
Also, the meeting would be online as Meng will be in Gisborne so that would save you a trip into
the city. That being said, I’m sure those who are in the office would be very happy to host you.

When I wrote below “so I cannot make any promises”, I meant I cannot make any promises about
positive engagement with the protest leaders because things are so fluid and unpredictable
among the protesters outside Parliament.
Of course I can make all manner of other promises, for example, the promise to listen to the
Jewish and other impacted communities and to do whatever I can to support.

s9(2)(a) - Priv – thank you very much indeed for your message and the article.
On Friday I asked my col eagues to reach out to some communities who are impacted by the
racism and extremism of (some of) the protesters – and this idea chimes with the last sentence of
Dane’s article, where he encourages me “to facilitate many such discussions in future, ideally with
representatives from some of the targets of racism at the table.”

nless you advise otherwise, I wld like – for starters - to swiftly reach out to Wellington’s
Jewish community and invite them to informal y talk with me/HRC about the protests and the
antisemitism and extremism, and get their thoughts and ideas for what might be done.
If you think that’s a good idea, who do you think I might email in the Wel ington Jewish
community about the possibility of initially discussing these matters?
Thanks for any counsel.
HRC cannot do much,

e are seriously stretched, but I wld like to reach out a hand, if
possible.
Also, I have a respectful relationship with some (
not all) protest leaders, and protesters, but the
situation outside Parliament is extremely fluid and unpredictable, so I cannot make any promises.
Anyhow, have a good day and thanks again.

I thought you might be interested in this too Paul. It’s interesting that - despite the antisemitism
present at the protests - almost all the Jewish people I have heard from agree with engaging with
the protestors and seeking to understand what is driving them.
