Re: detailed summary of 27 January 2023
I refer to your email, which we received on 30 January 2023, requesting information about
meetings and correspondence for the mayor on the 27 January.
You requested:
Would you please provide as detailed a summary as possible including any meeting minutes
for all meetings attended by Mayor Wayne Brown on Friday 27th January 2023. Ideally this
would include the following:
i) accounts for Mayor Brown’s whereabouts between 9am 27th January and 1am 28th
January to corroborate the claims he has made,
i ) the exact time that a State of Emergency was called for by Mayor Brown (due to
conflicting times and claims from multiple sources),
i i) meeting minutes and times for the first meeting that was held in relation to declaring a
state of emergency in Auckland and management of that state of emergency,
iv) any supporting evidence for the claim made by Mayor Brown that a request to send out
“text messaging communications” declaring a state of emergency was made on 27th
January 2023.
We are writing to inform you that we need more time to respond to your request. This is
because in accordance with LGOIMA sections 14(1)(a) and/or (b):
• the request is for a large quantity of official information or necessitates a search
through a large quantity of information and meeting the original time limit would
unreasonably interfere with the operations of the local authority and;
• consultations necessary to make a decision on the request are ongoing and a proper
response to the request cannot reasonably be made within the original time limit
We expect to be able to provide a full response by 27 March
2023.

In the interim, please find attached initial documentation including a list of his movements on
the day/time of declaration. We can also confirm that the emergency declaration was signed
at 9.27pm on 27 January 2023 – a copy of the signed declaration is attached.
We wil aim to provide you information as it becomes available and wil keep you updated as
to progress.
The decision by Auckland Council to extend the time to respond to your full request and
release the information contained in this response was made by Rose Leonard, Manager
Governance Services.
