Thank you for your email of 30 January 2023, in which you request the following under the Of icial
Information Act 1982 (the Act):
“I would like to request a list of vacancy (ministerial appointment only, e.g. board member, Lay
member, Trustee etc) that the nomination period has been closed but stil under consideration
by the Ministry of Transport or relevant Minister.
In your list, can you please included the date that vacancy been advertised, what method you
have used to publicly advertise the position, how many applications you have received and
when the vacancy been closed as well.
Also, I would like to know if you have any future opening in 2023. e.g. the position that wil call
for nomination in the year of 2023.”
In response to your request, I can advise that there ongoing appointment processes for three
boards or committees. These are as follows:
•
a position on the Maritime New Zealand Authority: this role was advertised on
16 December 2022, and closed on 27 January 2023. The Ministry received 23 applications
or nominations for this position.
•
the establishment of the Speed Management Committee, which may have up to nine
members: roles for this committee were advertised on 8 September 2022, and closed on
23 September 2022. The Ministry received 21 applications or nominations.
•
for six representative positions on the Oil Pollution Advisory Committee: These
positions were vacated throughout 2022. As specialist expertise is required for the
Commit ee to discharge its functions, nominees were sought directly from relevant
representative agencies between December 2022 and February 2023.
In general, for all appointments advertised publicly, the Ministry recommends that the Responsible
Minister (or Shareholders) agree to advertise the position through the Treasury database
(www.boardappointments.co.nz), the Ministry’s website, LinkedIn, relevant industry bodies (if
required by legislation, or considered appropriate) and public sector nominating agencies. The five
public sector nominating agencies are the Ministry for Women, Te Puni Kōkiri, Ministry for Pacific
Peoples, Of ice for Disability Issues, and the Of ice for Ethnic Communities.
For any known term expiries, the Ministry engages with the Responsible Minister (or Shareholders)
to determine whether they would like to reappoint or replace each individual. Discussions are
ongoing regarding any further appointments that may need to be made in 2023, and as such, any
information concerning future openings (vacancies) on transport boards is withheld at this time
under section 9(2)(f)(iv) of the Act:
“[to] maintain the constitutional conventions for the time being
which protect the confidentiality of advice tendered by Ministers of the Crown and officials.” In

interest considerations.
