Request made under the Official Information Act 1982
Thank you for your email of 26 January 2023 requesting the following information on speed cameras
under the Official Information Act 1982 (the Act):
1. Any information on how these work, calculations for speed, allowance for fluctuations such as
traffic lights, any other useful information on how speed is measured etc
2. Location of start and end measurement points.
3. What other data is collected by the cameras, now and proposed capability
Average speed cameras typically use Automatic Number Plate Recognition (ANPR) cameras to
identify the times that vehicles pass two fixed points over a section of road. This allows an average
speed to be calculated between the two points, which is then compared to the speed limit for the
section of road. The cameras can operate over multiple speed limits of known distance but are not
tailored to account for intersection delays or other delays that may be experienced.
There are no operational average camera systems collecting data in New Zealand at present. Should
such a system be implemented, data would be collected as outlined above to determine if an offence
has been committed, and to monitor safety performance.
