Thank you for your email of 29 December 2022 requesting information relating to the Royal
New Zealand Society for the Prevention of Cruelty to Animals (RNZSPCA) and Dogs NZ.
Your request has been considered under the Of icial Information Act 1982 (OIA).
You requested the following:
1. If MPI have been consulted about the discussed MOU (initial email attached)
and how it wil impact on the status of the RNZSPCA as an approved
organisation and having access to information which the kennel club would not
have.
2. Has the RNZSPCA consulted discussed the implications of such a MOU and is
there a requirement for approved organisations to declare third party
agreements with the MPI.
The Ministry for Primary Industries (MPI) has not been consulted about the possibility of the
RNZSPCA and Dogs New Zealand (referred to in your request as ‘Kennel Club’) developing
a Memorandum of Understanding (MOU). As noted in previous responses to you (see
OIA22-0654) the SPCA is a private organisation and does not have a specific duty to
disclose MOUs or agreements made with third parties to MPI.
