Thank you for your request to the National Emergency Management Agency dated 25 
December 2022. Your request was transferred to Te Manatū Waka Ministry of Transport as 
it falls in scope of our work.  
 
You requested the following under the Official Information Act 1982 (the Act): 
 
“For various reasons major global cities have implemented strategic resilience plans in the 
form of '15-minute cities' similar to the City of Melbourne's '20-minute neighbourhood'.

Please inform: Does the Government of New Zealand and/or its agencies have intentions to 
adopt and impose such systems in New Zealand cities?” 
 
The Government currently has no intention of adopting or imposing strategic resilience plans 
in the form of 15-minute cities. 
 
You have the right to seek an investigation and review of this response by the Ombudsman, 
in accordance with section 28(3) of the Act. The relevant details can be found on the 
Ombudsman’s website www.ombudsman.parliament.nz
