Thank you for your request under the Official Information Act 1982 (the Act) to Manatū Hauora
(the Ministry of Health) on 21 December 2022 for information regarding Chantelle Baker and
Operation People NZ. You requested:
“…any communications, investigative notes, and reports that the contain either, or both, of
the following URLs:
a. www.facebook.com/ChantelleBakerNZ
b. www.facebook.com/operationpeoplenz”
On 9 January 2023 you were contacted by Manatū Hauora to advise that the links you have
provided are inaccessible. On 12 January 2023, you responded with:
“I have tested the links are they all still working as of 12/01/2023. However, I am aware
that the FYI platform may modify these links for security purposes. I have included the
following shortened search terms in an attempt to avoid any digital modification or
manipulation of the original links by the FYI platform.
a. "ChantelleBakerNZ"
b. "operationpeoplenz"”
On 28 November 2022, you previously received Document 1 of OIA H2022015932. This
document provides information in scope of your current request (OIA H2022018878). I am
withholding additional documents in their entirety that Manatū Hauora has identified as being in
scope of your request under the following sections of the Act:
• 9(2)(ba)(i) to protect information that is subject to an obligation of confidence and making it
available would likely prejudice the supply of similar information, or information from the
same source
• 6(c) as its release would likely prejudice the maintenance of the law, including the
prevention, investigation, and detection of offences, and the right to a fair trial
• 9(2)(a) to protect the privacy of natural persons.
Where information is withheld under section 9 of the Act, I have considered the countervailing
public interest in release in making this decision and consider that it does not outweigh the need
to withhold at this time.
