TITAHI BAY BEACH MASTER PLANNING - PROGRAMME AND ENGAGEMENT

PURPOSE
The purpose of this workshop is to review and provide feedback on the programme timeline and
engagement approach for the Titahi Bay Beach master planning exercise.
BACKGROUND

In late October 2021 a safety audit was undertaken at Titahi Bay Beach and neighbouring
areas. This audit was commissioned following ongoing concerns being raised by the
community about safety and wellbeing at the beach.

Following best practice methods, Council carried out the safety audit using Crime Prevention
through Environmental Design (CPTED) methods. Nine local residents and Titahi Bay School
children participated in the audit. Council staff also sought expert advice about lighting and
CCTV.

At the same time as the safety audit, Council consulted on the Transport Bylaw, which
sought submissions on whether the rules about cars on the beach should be changed. The
formal Traffic Bylaw process encouraged submitters to comment on safety concerns.
Relevant submissions where considered when pulling together the findings of the safety
audit.

Feedback indicated that residents have a sense of pride for the beach and are passionate
about the beauty of the beach and its rugged, windswept feel. This was coupled with a
consensus that the beach felt tired and neglected. There was a perception that anti-social
behaviour at the beach was increasing, and the beach facilities are poorly maintained and
there is a lack of lighting.

The Titahi Bay Beach Community Safety Audit Report was shared with Council in December
2021. By this point Council’s operations teams had implemented a range of minor
maintenance tasks noted in the report. The report recommended that Council support further
investigation into the medium and long-term safety improvements noted in the report. This
recommendation was accepted.

A project team was established earlier in 2022 to take a strategic approach to identifying the
solutions to the medium and long term issues identified in the Safety Audit, to consider
pending asset replacements and to consider the interdependencies of site wide solutions.

This project will lead to a construction project being fed into the 2024 LTP process.

The project team have completed early project planning and now seek your feedback on the
programme timeline and the proposed engagement approach for the next step of the project.

A presentation will be provided that will prompt discussion.
