Thank you for your email of 11 December 2022, to the Ministry of Health requesting, under the Official 
Information Act 1982 (the Act), the following information: 
 
Under the 2022 Special Ukraine Policy: 
 
1 What health checks do Ukrainians entering New Zealand under this policy undergo before 
entering the country? 
2 Specifically, given Ukraine has a high number of Tuberculosis cases than other countries in 
the world, what specific tests do Ukrainians take for this disease before entering New Zealand? 
3 How are these health checks tracked / monitored to ensure those entering the country 
actually go ahead to undergo these tests, either before they arrive or on arrival? 
 
Your request was transferred to the Ministry of Business, Innovation and Employment (the Ministry) on 
13  December  2022  for  a  response  under  section  14(b)(ii)  of  the  Act,  as  the  request  is  more  closely 
connect to the functions of the Ministry.  
 
Our Response 
Immigration New Zealand (INZ) has immigration health instructions that apply to applicants of all 
nationalities. Please refer to section A4 of the INZ Operational Manual which can be found at the

2022 Special Ukraine visa applicants are not required to undergo health screening prior to traveling to 
New Zealand. Given the nature of the conflict in Ukraine, it was acknowledged in the creation of the 
2022 Special Ukraine visa category that eligible applicants would be unlikely to access immigration 
medicals. On that basis, it was agreed to that the standard requirements be substituted by 
declarations by both the applicants and sponsors that all the applicants meet character and health 
requirements. They are requested to declare whether they have tuberculosis, or are likely to require 
renal dialysis, hospital care or residential care in their visa application. Please refer to immigration

Immigration New Zealand does not require any visa holder to undertake any health screening or tests 
once they arrive in New Zealand.  However, to support early engagement with the New Zealand health 
system, 2022 Special Ukraine visa holders are eligible for a one-off fully funded health assessment.  Any 
health screening or tests are voluntary. Please refer to the links below:
