any analysis which has been done on the development of high-speed rail networks 
connecting major New Zealand towns and cities, including but not limited to cost-
benefit analyses, environmental impacts, comparisons and impacts on road, air and 
sea travel.  
 
I believe that the information you have requested is more closely connected with the 
functions of the Ministry of Transport. Accordingly, I have decided under section 14(b)(i ) of 
the Of icial Information Act to transfer your request to the Ministry of Transport. 
 
The Ministry of Transport has 20 working days from receipt of this transfer to make a
