Thank you for your request under the Official Information Act 1982 (the Act) to Manatū Hauora
(the Ministry of Health) on 31 October 2022 for information. You requested:
“Al  communications between any member of the Disinformation Assessment and
Response Team (DART) and CERT NZ during the period of 01 August 2022 and 30
September 2022”
Manatū Hauora has conducted a search and identified 10 email chains within scope of your
request. The emails and relevant attachments are itemised in Appendix 1 of this letter and
copies of the documents are enclosed.
I provided you with contextual information about the DART team in my response to OIA
reference: H2022015932.

It’s been a few months since our email in February proving to Chris Hipkins why masks harm
children.
A lot has happened since then. So we feel the need to share with you one all-encompassing, peer-

NZDSOS have also concluded that mask mandates fly in the face of science. [2][3] As predicted our
email to Christopher Hipkins was never answered [4]

Under New Zealand law all children and adults are exempt from wearing a mask. From our
perspective all New Zealanders have a “condition”. The NZS4303 [5] air quality standards says
"no more than 1000 ppm CO2 that will be acceptable to human occupants and intended to avoid
adverse health effects”. We conclude given that masking can produce an environment of

24,000ppm of CO2 after just 30 minutes, it is unsuitable for anyone when we consider their health.
Any effort to coerce or intimidate anyone into wearing a mask contravenes Section 189A of the
1961 Crimes Act under the term “strangulation and suffocation”. [6]
As a principal and BoT member, you are bound by the updated code of conduct as a Crown entity
[7] to reflect in your school governance policies all laws, legislation, acts and regulations.

The MoE keeps saying they follow MoH guidelines. In He Pitopito Korero - Education Bulletin 21
July 2022 Update [8], they assert:
“We understand that implementing mask policies can be a challenge.”

Have you stopped to think why this may be? Not one person we’ve ever talked to about it likes to
be in a mask. To force or coerce someone to wear a mask crosses significant personal boundaries.
Not only that, they cause harm and discomfort.

You are being asked to do this to “protect your staff and students against the transmission of
COVID-19.”. Yet the study of 500 million Europeans proves beyond doubt that masks don’t prevent
transmission of COVID-19.

“We are also providing additional CO2 monitors alongside ongoing support through Term 3.”

If you want to teach the children some real science, perhaps you should get a CO2 monitor so you
can measure how much CO2 is in their masks. [9]. Then ask them to research what that level will
do to them after a prolonged time? [10] When we consider the governments statements on this.

This website repeats the statement “The COVID-19 virus is transmissible by droplets, so face
masks are a way we can protect ourselves and each other.” However, according to leading

American industrial hygienist Stephen Petty, this is incorrect. Petty has given testimony in over 400
cases. Most recently, his testimony helped overturn mask mandates in Kentucky.

is repugnant. It’s a violation of your human right to breathe air — unimpeded.

The time for being ignorant or obtuse about masks is over. Masks are dangerous. The manufacturer

ignore? According to Petty, The Curriculum Associates found Reading and Math scores dropped
12-15%, depending on the grade level. (Minorities’ scores plunged further.) Furthermore Brown
University found IQ dropped 22 points in babies growing up during the pandemic.

Why the continued and relentless propaganda on mask wearing seen on entrances to all public
buildings?

Being forced to wear a mask is one of the best ways to teach “learned helplessness”.

Generally, learned helplessness is used to describe women who are from abusive relationships. No
matter what they do, they can’t see a way out. This is one of the worst things you can do to a
person. It’s a key driver of depression and suicide.

A key government scientist Dr Baker can only come up with, “Countries such as Korea and Japan
where mask wearing is traditionally very high have lower rates of Covid”.

What he misses is that Japan was the source of the Kowa Study which shows the efficacy of
Ivermectin in fighting viral infections as well as the Japanese biodiversity study which shows 13%

Perhaps the best explanation for this "COVID" madness was explained by Dr Matthias Desmet on

NZ school attendance numbers are at record lows  There’s no hope of improving the situation while
mask mandates are being enforced. But why?, you ask. Simply put, the Ministry want children
vaccinated and they can’t do it without a lot of propaganda and coercion. Masks are a one of the

admits COVID Vaccinated Children are 4423% more likely to die of any cause and 13,633%
more likely to die of COVID-19 than Unvaccinated Children." [19]

If you still think mRNA experimental gene therapy is a good idea for children, you are in the height
of ignorance.

A recent email from Guy Hatchard pointed out the following: [20]

"A direct user survey of a cross-section of America done by a professional polling firm (with a 4%
nominal margin of error) shows a 3.7% rate of myocarditis among those Americans who took the
vaccine who responded to the survey. This number is consistent with earlier runs of the survey with
different respondents. It is 500 times higher than the CDC numbers. A paper published in Nature
shows rates of myocarditis post vaccine that can be up to 140 times higher than the prior
background rate. That is not a “slightly elevated risk.”"

Australian health officials are baffled as to why there’s been a 30% increase in ambulance call-out 1982
Insurance companies in the US are claiming a 40% increase in deaths in the 18-65 working class.
[21] They're also deleting Twitter posts where they have claimed the vaccines are "safe and
effective" [22].

Hope you guys are enjoying the winter blast, not!
Just emailing to update you on a few things from the DART side of the line.

Firstly, after a long period of deliberation the Ministry has decided not to take over the collection of public reporting
of disinformation from CERT.
I understand that this is opposite to what I had stated at the start of the year and due to the extremely long period
between then and now and you extreme patience in this matter I feel you are owed a full explanation for what
happened and why this took so long to get resolved.
In essence the reason for the change breaks down to two key factors, which are:
 The transfer of DART from the National Immunisation programme (NIP) to the Office of the Director General
Information
(ODG) which was six months of back and forth, and
 The decision by the ODG to refocus DART from acting as a clearinghouse for all of government to only being
health focused, which also took several months.
Both of decisions were rather fraught and took a lot longer than I had hope and due to that I am offering a sincere
apology from DART for the delays and essentially messing you and CERT around for 10 months. I can assure you this

is not the outcome I wanted and certainly not the timeframe I had hoped but in the end the decision went all the
way to the top and has seen even DARTs fate remain uncertain as there is still no full signing of the memo regarding
DART and its been repeatedly chopped and changed so our function, staff and budget is only till the end of the year.

The only thing that is known is that DART will remain with MOH till the end of the year but after that there is no
certainty and that is how things have played out despite my best efforts to make it work.
Therefore, as noted please accept my apologies for this shambles of a situation.

I am hopeful that CERT will be able to continue passing on any info of public reporting as its important for DART
work but I am aware that you were as keen to discharge the function as we were to take it on.
If you want to discuss this further I am more than happy.
Secondly, and somewhat sadly and ironically, you are likely to see an increase in reporting of disinformation as
Voices for Freedom (VFF) have another public disinformation round of flyers going out so the public are likely to be
getting more exposure than normal (and hence reporting it more).
