Thank you for your Official Information Act 1982 (OIA) request of 31 October 2022 to the 
New Zealand Security Intelligence Service (NZSIS) regarding the Multi-agency Memorandum 
of Agreement to Counter Violent Extremism Online. 
You requested the following information: 
 
“…a copy of the Memorandum of Agreement: Multiagency Agreement to Counter Violent 
Extremism Online which I understand came into force in April this year and that NZSIS is 
party to along with GCSB, Police and the Department of Internal Affairs.  
 
For the avoidance of doubt, the Memorandum I am requesting a copy of is the one 
referenced in Department of Internal Affairs material published on the Parliament website 
earlier this year (reference on page 128):

You were advised on 28 November that the time limit for responding to your request had 
been extended to 12 December because the consultations necessary to make a decision on 
your request were such that a proper response could not reasonably be made within the 
original time limit. 
Response 
Please find a copy of the Memorandum of Agreement you requested enclosed. Some of the 
information in this document has been withheld under the following sections of the OIA: 
  Section 6(a), where the making available of the information would be likely to 
prejudice the security or defence of New Zealand or the international relations of the 
Government of New Zealand; and 
  Section 9(2)(a), the withholding of the information is necessary to protect the privacy 
of natural persons, including that of deceased natural persons. 
 
In making this decision, the public interest considerations in section 9(1) of the OIA have 
been taken into account.
