Thank  you  for  your  Official  Information  Act  1982  (the  Act)  request  received  by  the 
Department  of  the  Prime  Minister  and  Cabinet  (DPMC)  on  13  September  2022.  You

We are seeking nominations from Disability communities. Nominations are open till 
5pm Monday 29 August, 2022.Successful nominees will have demonstrated strengths 
in one or more areas including experience advocating for their community, strong 
connection to community organisations (formally or informally), diversity of lived 
experiences and a commitment to a diverse, inclusive and safe New Zealand. 
 
May I ask where is the process at and when you except to announce the new member. 
Also, how many applications you have received from the public and how many you 
have received from other agencies such as TPK.” 

 
As  you  noted  in  your  request,  nominations  for  a  replacement  disability  community 
representative  for  Kāpuia  closed  on  29  August  2022.  Decisions  on  the  appointment  of  this 
replacement  member  will  be  made  by  the  Cabinet  Appointments  and  Honours  Committee 
based  on  advice  from  Hon  Andrew  Little,  Lead  Coordination  Minister  for  the  Government’s 
Response  to  the  Royal  Commission’s  Report  into  the  Terrorist  Attack  on  the  Christchurch 
Mosques,  followed  by  full  Cabinet  confirmation  of  those  decisions.  This  process  remains 
underway. However, we currently expect the appointment process to conclude by the end of 
this year. Once the replacement member is appointed, their name will be added to the list of 
Kāpuia  members  on  DPMC’s  website,  available  here:  https://dpmc.govt.nz/our-
programmes/special-programmes/kapuia-ministerial-advisory-group.
 
 
Until then, it is necessary to withhold specific details regarding the expected announcement 
date of the new member, and the number of applications received, under section 9(2)(f)(iv) of 
the  Act,  to  maintain  the  confidentiality  of  advice  tendered  by  or  to  Ministers  and  officials.  I

can however advise that no nominations have been directly received from agencies for this 
particular appointment process. 
 
In making my decision, I have taken the public interest considerations in section 9(1) of the 
Act into account.  
 
You  have  the  right  to  ask  the  Ombudsman  to  investigate  and  review  my  decision  under 
section 28(3) of the Act.
