Request for information
Thank you for your Official Information Act 1982 (OIA) request of 8 September 2022
regarding the National Gang List (NGL). You requested:
I assume that the information held by the Gang Intelligence Centre includes a
field for ethnicity/racial origin/race/whatever, containing values such as 'Maori',
'NZ European', 'Asian' etc, or links to an ID table for same. As such, one
assumes it should be trivial to produce the results of a query against this, either
from an existing report or through a query against the database…

The table below provides ethnicity data for the NGL at as August 2022.
Ethnicity as at August 2022
NGL Total: 8019
Māori
77%
European
12%
Pacific Islander
9%
Aboriginal/Latin American-Hispanic/South
African/African; Indian; Mid-Eastern
1%
Not Recorded
1%
The National Recording Standard (NRS) is the overarching recording policy for Police.
The NRS describes ethnicity as an attribute of a person, instructing staff to select
ethnicity by recording the option which an individual identifies with most strongly. The
NRS states that ethnicity is used for statistical reporting and intelligence trends for
victims and offenders. However, there are some limitations to ethnicity recording such
as only one ethnicity can be recorded, and if someone identifies as something other
than Asian, European, Indian, Latin American/Hispanic, Māori, Middle Eastern, Native
African, or Pacific Island, the ethnicity is recorded as 'other'.

Dear New Zealand Police,
In light of the recent threats by the Ardern government to seize assets from people who are related to or
allegedly friends with gang members, there has been a great deal of public interest in the impact that this will
have on different ethnic groups.
I assume that the information held by the Gang Intelligence Centre includes a field for ethnicity/racial
origin/race/whatever, containing values such as 'Maori', 'NZ European', 'Asian' etc, or links to an ID table for
same. As such, one assumes it should be trivial to produce the results of a query against this, either from an
existing report or through a query against the database like
SELECT ethnicity,count(1) AS count_individuals FROM gang_members
GROUP BY ethnicity;
obviously modifying the table name and ethnicity field to suit. If ethnicity/racial origin/whatever is recorded as
an ID value linked to another table, please provide the contents of said related table so the results can be
interpreted.
If this sounds impractical or impossible to produce for some reason, please produce documentation of the
schema of the database that holds Gang Intelligence Centre records regarding gang members.
Regards,
Andrew Li
