Request made under the Official Information Act 1982
Thank you for your letter
of 31 August 2022 requesting the following information under the Official
Information Act 1982 (the Act):
I would like to see all correspondence/information held by the nzta relating to the
implementation of digital drivers licences please.
The documents fal ing within scope of your request are outlined in the document schedule below and
are enclosed.
The personal information of external parties has been withheld under section 9(2)(a) of the Act, this
section allows for the withholding of information in order to protect the privacy of natural persons,
including that of deceased natural persons.
Questions to, and advice from, Waka Kotahi NZ Transport Agency’s inhouse legal team has been
withheld under section 9(2)(h) of the Act in order to maintain legal professional privilege. Free and
frank expressions of opinion have been withheld under section 9(2)(g)(i) of the Act in order to maintain
the effective conduct of public affairs.
Documents 4 and 13-16 are publicly available and have therefore been declined under section 18(d)
of the Act. Further detail on where these can be found is provided in the document schedule below.
Documents 8 and 11 are protected by copyright and have therefore been refused under section
18(c)(i) of the Act as making the information available would be contrary to the provisions of the
Copyright Act 1994. However, the final version pf Document 8 is publicly available online at:
www.iso.org/standard/69084.html. Document 12 has been withheld in ful under section 9(2)(ba)(i) of the Act. This information was
supplied to Waka Kotahi in confidence and making it available would be likely to prejudice the supply
of similar information.
As noted in our acknowledgement email of 31 August 2022, the information requested contains the
names and contact details of Waka Kotahi staff. As we have not received a response to advise
whether the inclusion of this information is required, it has therefore been deemed as being out of
scope.
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to refuse
