Thank you for your request of 4 August 2022 to Kāinga Ora – Homes and Communities requesting the
following information under the Official Information Act 1982 (the Act):
1. How many dogs classified as "dangerous" or "menacing" with regards to the Dog Control Act
1996 are currently living at Kāinga Ora properties?
2. How many dog attacks in total have been carried out by dogs living at Kāinga Ora properties?
Kāinga Ora policy for pets notes the following dog breeds as dangerous and menacing:
• American Pit Bull Terrier
• Brazilian Fila
• Japanese Tosa
• Dogo Argentino and
• Perro de Presa Canario
In respect of your first question I am unable to provide you with this information as Kāinga Ora does
not centrally record information on whether the dogs on our properties are dangerous or menacing.
This information is held on individual tenant files. In order to provide you with this information, Kāinga
Ora staff would have to manually review thousands of files. As such, I refuse your request under
section 18(f) of the Act as the information requested cannot be made available without substantial
collation or research. The greater public interest is in the effective and efficient administration of the
public service.
In response to your second question, I can advise that there have been 83 dog incidents reported by
Kāinga Ora staff and contractors for the time period 1 July 2021 to 30 June 2022. These incidents
included dog bites and aggressive dogs onsite that have been reported to Kāinga Ora.
You have the right to seek an investigation and review by the Ombudsman of this response.
