Official Information Act request for contracts with Ernst & Young in relation to Health
Sector Reforms
Thank you for your Official Information Act 1982 (the Act) request received on 18 July 2022.
You requested:
“(…) information relating to your contracts with EY for health sector reform. Please
provide copies of the sections of your contracts with EY that describe what their
objectives, deliverables, outputs and milestones are under those contracts relating to
reform of the health sector.
In addition, Please confirm whether you have a contract in place with EY for 2022/23
financial year and, if so, what they have been contracted to deliver after 1 July 2023.”
In response to the part of your request for copies of specific sections of contracts between
the Department of the Prime Minister and Cabinet (DPMC) and Ernst & Young Ltd (EY),
please find enclosed Appendix One which includes relevant extracts from All of Government
Consultancy Services Orders. Note that there are some sections of the extracts which are
not relevant to your request, and have been marked accordingly.
The targets and anticipated deliverables scoped in each contract, or variation, were based on
best knowledge of the demands and requirements of the reform programme at that point in
time. Given the scale and complexity of the reform programme, there was a need to be agile
as the demands and requirements changed as the reform progressed. This was expected
and part of the agreement and arrangement between DPMC and EY. This approach was
critical in being able to pivot and prioritise deliverables and activities as required to
successfully progress the reforms in the timeframes agreed by Cabinet.
The Health Transition Unit currently has a contract in place with EY until 30 September 2022.
This is the only contract DPMC has with EY for the 2022/2023 financial year, as after this
date the Health Transition Unit will be disestablished.
In making my decision, I have taken the public interest considerations in section 9(1) of the
Act into account.
You have the right to ask the Ombudsman to investigate and review my decision under
section 28(3) of the Act.
