Auckland Unitary Plan - Proposed Plan Change 5 – Whenuapai 
 
Chairperson C Darby declared an interest in this item and took no part in the discussion or 
voting on the matter. 
The Chairperson, Cr C Darby vacated the chair in favour of the Deputy Chairperson, Cr J 
Bartley and left the meeting at 1.14pm.

Resolution number PLA/2022/1 
MOVED by Cr J Bartley, seconded by Cr L Cooper:   
That the Planning Committee: 
a) 
agree to withdraw Proposed Plan Change 5 Whenuapai to the Auckland Unitary 
Plan (Operative in Part) under Clause 8D of Schedule 1 of the Resource 
Management Act 1991 for the following reasons: 
i) 
there is no funding budgeted in the lifetime of the Auckland Unitary Plan 
(ten years) for the upgrading of the wider transport networks to address 
the anticipated adverse effects from increased traffic generated by the 
development of land in Proposed Plan Change 5 
ii) 
progressing Proposed Plan Change 5 (and any variation) through to a 
decision by independent hearing commissioners will not provide sound 
resource management outcomes in terms of managing adverse effects on 
the wider transport network 
iii) 
progressing Plan Change 5 will not result in the rezoning of land within the 
Rural Urban Boundary that is integrated with the provision of 
infrastructure  
iv) 
progressing Plan Change 5 creates a risk of the council having to provide 
infrastructure that is currently unfunded, or having to divert funding from 
other locations for which funding is required and exists. 
b) 
revoke Planning Committee Resolution PLA/2019/3 from the 5 February 2019 
meeting that approved the development of a variation to proposed Plan Change 
5 Whenuapai. 
c) 
note that Auckland Council continues to investigate methods to finance and 
fund infrastructure in growth areas in Auckland, including the Proposed Plan 
Change 5 area. 
Restatement 
d) 
agree that the agenda report, presentation and attachments remain confidential, 
and that the resolutions be restated after 16 June 2022.
