Re: EECA greenhouse gas emissions
Thank you for your email of 29 June 2022 in which you requested information on the
Energy Efficiency and Conservation Authority’s (EECA) reporting on greenhouse gas
emissions. Your requests and our responses are provided below. As requested, we have
included the breakdown of the activities causing the emissions with separate reporting on
domestic air travel and on international air travel.

EECA’s reporting of greenhouse gas emissions in the last year of reporting under the
Government's former sustainability programme (Govt3 Sustainability Programme);
EECA’s last year of reporting on the Govt3 sustainability programme was 2009/10. At 30
June 2010, EECA’s carbon emissions totalled 413 tonnes of CO2e. The breakdown is as

2020;
EECA’s last year of reporting before the COVID-19 lockdown in March 2020 was
2018/19. At 30 June 2019, EECA’s carbon emissions totalled 247 tonnes of CO2e. The
breakdown is as follows:

EECA’s 2021/22 reporting will be available in late July 2022.

Has EECA joined any programme enabling detailed reporting such as the Toitū
CarbonReduce Programme.
EECA joined the Toitū CarbonReduce programme in 2007 (formally CEMARS) and began
offsetting emissions since the 2018 reporting year to be certified as Toitū CarbonZero.
EECA measures its greenhouse gas emissions in compliance with the requirements of
ISO 14064-1:2018 and committed to managing and reducing its emissions in respect of
the operational activities of its organisation as part of this certification.
In June 2019, EECA and EECA's Chief Executive joined the Climate Leaders Coalition.
The Coalition requires EECA commit to measuring and publicly reporting on emissions,
setting a public emissions reduction target consistent with keeping within 2 degrees of
warming, and working with suppliers to reduce their emissions. Signatories of the

Coalition are encouraged to pursue further efforts to limit the temperature increase to
1.5 degrees.
As a Crown agency, EECA is a Tranche 2 participant of the Carbon Neutral Government
Programme (CNGP). EECA is mandated to measure, verify and report greenhouse gas
emissions annually, set gross emission reduction targets in line with a 1.5-degree
pathway, establish emission reduction plans, and offset remining gross emissions from
2025 to achieve carbon neutrality.
