Thank you for  your  email  dated  28 June 2022, in  which  you requested information about 
Auckland Council's district plan which is being updated in response to the NPS-UD. Please 
accept my apologies for the delay in getting back to you. The relevant council experts have 
been extremely busy preparing the council’s response to the National Policy Statement on 
Urban Development and have just managed to respond to your request. The specific details 
of your request and our response are below. 
 
With regard to the council's district plan which is being updated in response to the 
NPS-UD, please could you provide me with the following information: 
  1.  What percentage of the residential zoned land in the walkable catchment of the 
CBD is subject to a qualifying matter; and 
2.  What percentage of the residential zoned land in the walkable catchment of the 
CBD is subject to a qualifying matter proposed by Auckland Council; and 
3.  What percentage of residential zoned land across the whole of Auckland is 
subject to a qualifying matter; and 
4.  What  percentage of residential zoned land across the whole of Auckland is 
subject to a qualifying matter proposed by Auckland Council. 
 
The council has not undertaken the geospatial analysis you have requested. For this reason, 
your request is refused under section 17 (e) of the LGOIMA as we do not hold the 
information you have requested.  
 
As you may be aware, the council notified its response to the NPS UD and amended 
Resource Management Act (Proposed Plan Change 78 – Intensification) for submissions on 
18 August 2022. Submissions close on 29 September 2022. Proposed Plan Change 78 can 
be accessed here PC 78: Intensification (aucklandcouncil.govt.nz) 
 
As required under section 32 of the Resource Management Act, the council has prepared a 
number of reports in support of Proposed Plan Change 78. They key reports that are likely to 
be of interest to you in terms of the impact of the council’s proposed qualifying matters on

development capacity are: the overall evaluation report, the economic matters report, and 
the report on special character areas.
