I refer to your email dated 23 June 2022 to the Education Review Office requesting information 
under the Official Information Act 1982 as follows: 
Could you please provide me with an explicit answer to the question of whether bullrush is banned in 
schools nationally? 
 
Has bullrush ever been a topic discussed in any ERO reviews of schools in New Zealand? 
 
For the Official Information Act to apply, the information must be held by the agency concerned, and 
there is no obligation on an agency to form an opinion or create information to answer a request, 
please refer to page 5 of the Ombudsman’s guide1.  
 
Accordingly, ERO is unable to give an explicit answer to the first question and in relation to your 
second question the topic was not discussed in any ERO reviews. I am refusing your request under
